Total Life Cycle System Management (TLCSM)
Total Life Cycle System Management (TLCSM) involves the practice of controlling complex relationships between Life Cycle Cost (LCC), changing performance levels throughout the life of the asset, and managing potential risks to performance throughout that process. Dynamic and probabilistic events and relationships among equipment and its operations, maintenance, supply and transportation exist and must be well understood for proper planning and decision taking.
SPAR-based applications are developed and deployed to provide proactive decision support to the resource planning process, ensuring that the best use of available budget and resources is accomplished. The technology, deployed as a living model within operational maintenance management domains and enterprises, enables adaptive planning decision support within the dynamically changing operational environment.
Performance-based Forecasting is a method that utilizes modeling and simulation capabilities across dynamic operations, maintenance and logistics domains. This application of technology provides an enhanced, non-traditional capability of life-cycle risk identification and risk mitigation strategy development, which is useful both before and after a system enters its operational life. Clockwork Solutions’ software is used to simulate planned asset operations within the context of pre-established maintenance and supply strategies in order to assess expected performance and cost. Values for several life-cycle performance metrics are generated throughout the simulation by taking into account very complex interdependencies, rules and time dependent events and consequences.
Objectives of Performance-based Forecasting: Identify deficiencies in future system performance (Operational Availability) before they occur. Deficiencies must be identified as problems in one or more functional areas, including reliability, maintainability, supply and transportation.

Predicted Metric Examples include system availability, mean time between removal events, achieved operating hours, operating hours on part, removals in the field, spare stock level, time awaiting spares, spare part availability, part condemnation volume, workload volume to depot, depot tasks performed, parts and maintenance waiting status (probability of waiting and wait time), shipment quantities, depot flow time, logistics response time and more, depending on specific management requirements and design considerations.
